The US DoJ issued a comprehensive document titled “the Final Rule” in May of 2012 that includes the standards of PREA and notes on why specific PREA standards were created.  We suggest that you download and review the preamble of the Final Rule as soon as possible so that you have a better understanding of what PREA covers.
